Call for applications: Project communication materials on state of digital environment in Zimbabwe’s music sector
The National Arts Council of Zimbabwe (NACZ) is inviting local consultants or companies to develop project communication materials on the state of the digital environment in the Zimbabwean music sector.
Titled Protecting and Promoting the Diversity of Cultural Expressions in the Digital Environment, the project will commence in Harare on 1 June and run until 31 August 2023.
The overall objective of the consultancy is to develop visual identity materials for all communication and visibility for the project about the state of the digital environment in the country’s music sector.
Scope of the assignment
The assignment seeks to support the development and delivery of the project’s key objectives through the provision of technical communication services. This includes, but is not limited to providing the following:
- Develop a communication work plan based on the communication and visibility strategy prepared by NACZ.
- Design high-quality innovative media tools.
Overall Project: Develop a visual identity for the project, including colour schemes and fonts and recurring motifs to be used for all visibility material.
Baseline Study: Design the layout for the baseline study document and create four infographics from statistics from the document. Draft one press release to be shared with the press after the conclusion of the baseline study.
Training Modules: Design the layout for the two training module documents to be presented at the National Workshop Indaba and organise the printing of copies.
National Workshop Indaba visibility material: Design the layout of two banners and manage the printing of eight banners, design and manage the printing of the layout for the National Workshop Indaba pamphlets, provide high quality photographic products and two edited video highlight reels of the event aligned to the pre-discussed visibility strategy. Draft and finalise one press release prior to the National Workshop Indaba and one press release after the workshop to be shared with the press.
Knowledge, experience and skills
Essential
- An advanced-level university degree in communication, journalism, social sciences, international relations, or a related field from an accredited/recognised institute.
- At least three years of relevant experience in communication and/or advocacy.
- Proven experience in writing advocacy documents and in the production of communication materials and products.
- Desirable.
- Courses in communication techniques such as graphic design, visual language and the use of social media.
- Prior working experience with government, NGO, UN or an international nongovernmental organisation.

Project background
Based on a principle of technological neutrality, the objectives of the UNESCO 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions remain valid regardless of the emergence of new technologies and devices. To address the challenges and opportunities of digital technology, in 2017, the Conference of Parties approved the Guidelines on the Implementation of the Convention in the Digital Environment. Subsequently, UNESCO developed an “open roadmap for the implementation of the 2005 Convention in the digital environment” which was then approved by the Conference of Parties in 2019.
The Open Roadmap is a flexible framework that offers concrete reference activities to protect the means of creation, production, dissemination, access, and exchange of cultural goods and services in the face of rapid technological changes. UNESCO launched a pilot technical assistance programme to further the implementation of the 2005 Convention in the digital environment.
The pilot phase assists three countries (Georgia, Uganda and Zimbabwe) in elaborating and/or implementing context-based measures related to the cultural and creative industries in the digital environment. Within the above-mentioned context and under the authority the National Arts Council of Zimbabwe intends to recruit a communications consultant to develop communications materials for the project.
