Call for applications: Africa Digital Rights Fund
Collaboration on International ICT Policy for East and Southern Africa (CIPESA) is accepting applications for the Africa Digital Rights Fund (ADRF). Cultural and artistic rights organisations are encouraged to apply.
Now in its third round, the grant supports projects that advance digital rights including advocacy, litigation, research, policy analysis, digital literacy and digital security skills.
The ADRF is particularly interested in proposals for work related to COVID-19 response measures, how they affect the internet rights landscape, and how to redress any resulting harms to rights and freedoms.
The grant is worth between $1 000 and $20 000, with CIPESA awarding 10 initiatives.
Project eligibility
The proposed projects could seek to address the following themes:
- Digital Identity.
- Digital security.
- Freedom of expression.
- Access and affordability.
- Access to Information.
- Cybercrime.
- Data protection and privacy.
- Digital economy.
- Diversity and inclusion.
- E-governance.
- Hate speech.
- Innovation for democratic participation, transparency and accountability (civic and social tech).
- Misinformation/disinformation.
- Network disruptions.
- Strategic litigation.
- Surveillance.
"In line with CIPESA and ADRF's diversity, equity and inclusion goals, proposals focused on marginalised/vulnerable populations including women, sexual minorities, persons with disabilities and refugees are strongly encouraged," CIPESA said.
Who can apply?
The fund is open to organisations and coalitions working to advance digital rights in Africa. The list includes but is not limited to:
- Media.
- Tech hubs.
- Legal aid groups.
- Human rights defenders.
Selection process
Experts will make decisions with regard to beneficiaries based on the following criteria:
- If the proposed intervention fits within the fund's digital rights priorities.
- The relevance to the given context/country.
- Commitment and experience of the applicant in advancing digital rights.
- The potential impact of the intervention on digital rights policies or practices.
